39th Floor of Garden Place Tower, where there are a lot of restaurant. You can view Shinjuku, Shibuya -North view and Setagawa - West view. Both of the place are free-of-charge. There is no limitation in using tripods. Also there is not many people so if you could manage to shut the lights from indoor, you could shoot beatiful night view.
